I sanctioned - In the parish where there are also many Chinese, it is incumbent
upon the parents, brother to furnish particulars and a penalty is inflicted for failure to perform
this duty-
By this most recent Ceylon Ordinance No. 187 1867 the duty is also imposed upon parents of giving notice of births, but apparently to be enforced = attacked for breach of the duty.
"I think the police should be cautioned that the power of imposing a penalty for non-compliance with the provisions of this law should be exercised with great forbearance towards the Chinese.
